National Task Force (NTF) for the Millennium Development Goals 4 & 5.

The Government is pleased to constitute a National Taskforce in order to coordinate and monitor the overall progress of Millennium Development Goal-4(Reduce Child Mortality) and Millennium Development Goal- 5 (Improve Maternal Health) of Bangladesh in the following manner:

2. The Terms of References (TORs) of the Task Force are given below:

Purpose:

Function as a watch-dog to monitor the progress of MDG 4 and 5 in Bangladesh and to assist the government in reporting the progress nationally and globally.

Scope of Work:

1.  Coordination and Linkages: Coordinate the work of various institutions and organizations towards its synchronization, integration and uniformity; and linking existing committees, task forces and forum into this Task Force

2. Monitoring: Advice and guide on periodic assessment, review and research on MDG 4 and 5 related policies, strategies and programmes and the progress towards achieving the MDG 4 and 5 goals in Bangladesh

3. Reporting: Assist and advice the government to prepare reports on progress monitoring of MDG 4 and 5.

4. Networking: Liaise with regional and global partners working on MDG 4 & 5.

5. Policy advocacy: Suggest and advice on policy formulation, changes and regulation through HNPSP and PRSP integration and synchronization.

6. Technical Support: Review existing programs and advise on necessary changes; advice on strengthening of various organizations working in this area; advice on human resource development; identify challenges, gaps and to suggest how to tackles those; advice on priority setting for research and on mobilization of resources to carry out activities related to MDG 4 and 5.

Specific Task:

1. The NTF may nominate working groups/sub-committees for completion of specific activities in any areas of work mentioned above such as establish linkages, prepare monitoring report, organize policy advocacy meeting etc.

2. The sub-committees will report to the Task Force on the progress of implementation of their work and will cease their existence once the expected output is achieved.

3. The Task force shall meet at least bi-annually to review the progress of achieving the MDG 4 and 5 goals, or as and when necessary depending on the needs and on any specific context related to MDG 4 and 5.

4. The Task Force may request representative of different institutions and organizations to join its meeting and may co-opt members when deemed necessary.
